The catalyst comprises porous layered montmorillonite and cobalt oxide nanoparticles fixed in an interlayer domain structure of the porous layered montmorillonite. The preparation method of the catalyst comprises the following steps: dipping natural montmorillonite powder in a solution containing Co < 2 + >, and calcining the obtained layered montmorillonite with cobalt ions adsorbed between layers at the temperature of not more than 500 DEG C to obtain the porous layered montmorillonite confinement cobalt oxide catalyst.
