The method comprises the steps that the dimensionless gas avoiding height and the dimensionless water avoiding height of a target oil well are determined according to the oil layer thickness, the water body multiple and the injection-production well spacing of the target oil well; according to the dimensionless gas avoiding height and the dimensionless water avoiding height, a perforation area of the target oil well is determined; according to the number and the injection-production direction of the effective injection wells of the target oil well, the perforation direction of the target oil well in the perforation area is determined; according to the average permeability and the permeability level difference of the target oil well, the perforation density of the target oil well in the perforation area is determined; and according to the perforation direction and the perforation density of the target oil well
