A battery monitoring device is provided with: a deterioration detection unit (37, 38) that detects a physical quantity having a higher correlation with battery capacity deterioration than the voltage and current of a battery; and a plot ratio estimation unit (542) that estimates the plot ratio of the battery on the basis of the physical quantity. 电池监视装置用于监视电池。电池监视装置具备：劣化检测部(37、38)，检测与电池的电压及电流相比而言与电池的容量劣化的相关性更高的物理量；以及容积率估计部(542)，基于物理量估计电池的容积率。
