Comprising a sensing module used for acquiring environment parameter data and monitoring environment change; the emergency and response database is used for storing emergency data and response schemes matched with emergency situations, and the content of the emergency and response database is edited by an administrator; and the data processing and analyzing module is used for processing the data acquired by the sensing module, comparing the data with an emergency and response database, and matching a corresponding response scheme from the emergency and response database after judging an emergency situation.
