The invention relates to a method for constructing and controlling a turbulent flow form of fluid in a reactor pressure vessel. The method comprises the following steps: S1, obtaining related data of a vortex, and time distribution characteristics, spatial distribution characteristics, power spectrum density and turbulent flow energy spectrums of turbulent flow in inlet areas of fuel assemblies; s2, acquiring a water gap change condition of the fuel assembly, and judging whether the three-dimensional flow field model of the fuel assembly needs to be corrected or not according to the water gap change condition of the fuel assembly until the water gap of the fuel assembly does not change; s3, obtaining a reactor core nuclear power fluctuation amplitude value between the fuel assemblies; and S4, judging whether the nuclear power fluctuation amplitude value of the reactor core falls into a target interval, and if the nuclear power fluctuation amplitude value of the reactor core does not fall into the target inter
