Steel comprises the following chemical components in percentage by weight: less than or equal to 0.003% of C, less than or equal to 0.005% of Si, 0.10-0.20% of Mn, less than or equal to 0.012% of P, less than or equal to 0.005% of S, 0.70-0.80% of Al, less than or equal to 0.003% of Ti and the balance of Fe and inevitable impurities.
