The cerium oxide-zirconium oxide and arginine nano composite drug comprises L-arginine, solid cerium oxide-zirconium oxide nano enzyme, osteopontin oligopeptide and a liposome carrier. Wherein the mass ratio of the L-arginine to the solid cerium oxide-zirconium oxide nano-enzyme to the osteopontin oligopeptide is 2: 5: 2, and the mass ratio of the liposome carrier to the sum of the three substances is 1: 1600-1800.
