Comprising the following steps: activating bacterial powder to obtain a microbial additive; uniformly mixing and stirring a microbial additive, water and the steel slag powder according to a liquid-solid ratio of 10.0-50.0 wt.% to obtain mixed steel slag powder; filling the mixed steel slag powder into a rotary carbon sequestration reaction device according to a filling coefficient of 5-20%, introducing CO2 gas with the concentration of 10-99%, and enabling the powder to be in contact with the gas and stay for 20-300min to obtain carbon sequestration steel slag; and drying and grinding the carbon-sequestered steel slag until the specific surface area is greater than 300m < 2 >/kg to obtain the carbon-sequestered steel slag powder.
