According to the application, the phenyllactic acid and the lactic acid are used for realizing the mildew-proof effect, and the main action mechanism is that the phenyllactic acid and the lactic acid are combined to play the mildew-proof effect by inhibiting potassium ion and phosphorus transport and influencing synthesis of ribosome, purine and pyrimidine. The combination of the two can synergistically destroy cell wall and membrane integrity, dissipate cell membrane potential and cause content leakage. According to the method, moisture adjustment (humidification or airing) is conducted on the cigar tobacco leaves before fermentation, the tobacco leaf fermentation quality is improved, the smoking quality is improved, meanwhile, the moisture of the cigar tobacco leaves can be controlled, and the mildew-proof effect is further improved.
