The method comprises the following steps: acquiring earthquake basic parameters and most dangerous tsunami source parameters of an earthquake at the latest moment; calculating large-area low-resolution tsunami numerical forecasting information; determining a tsunami potential influence area and the maximum tsunami propagation time ETAMax according to grid point information exceeding a set wave height threshold in a maximum wave amplitude forecast field in the forecast information; a seismic source mechanism of an earthquake is obtained, tsunami source parameters are updated, and medium-resolution tsunami numerical forecasting information of the tsunami potential influence area is calculated according to the potential influence area range information and ETAMax; and judging whether the tsunami potential influence area contains at least one target area, if so, extracting the maximum tsunami propagation time of the tar
