The invention provides a smelting method of silicon-containing and manganese-containing low-carbon steel without adding ferro-aluminum. The smelting method comprises the following steps: S1, before converter tapping, adding carbon powder into molten steel for pre-deoxidation; s2, converter tapping: lime and bauxite are added for slag washing; and S3, after the molten steel enters the LF furnace, lime, fluorite and carbon powder are added for slagging and deoxidation, and then the content of manganese and silicon in the molten steel is adjusted. According to the ferro-aluminum-free smelting method for the low-carbon steel containing silicon and manganese, ferro-aluminum is not used for deoxidation, the deoxidation cost and the number of Al2O3 inclusions in the casting blank are reduced, and the quality of the casting blank is improved.
