The system comprises an air blower, a heat pump air conditioner assembly and a battery heat management loop, the heat pump air conditioner assembly comprises a heating loop and a refrigerating loop, the heating loop comprises a condenser, the refrigerating loop comprises an evaporator, the heating loop transmits heat to the condenser, the refrigerating loop transmits cold energy to the evaporator, and the battery heat management loop comprises a warm air water tank. The condenser, the evaporator and the warm air water tank are installed in the air conditioner box, the air blower blows air into the air conditioner box, an air outlet is formed in the air conditioner box and communicated with the space in a vehicle, a battery cooler is installed in the refrigerating circuit and further connected into the battery heat management circuit, and the battery cooler can transfer cooling capacity.
