The energy dissipation structure is arranged to receive drilling rock ballast, kinetic energy of the rock ballast is absorbed through water, the falling risk that the rock ballast falls from a high position is avoided, the closed slag receiving space is formed through the discharging barrel and the energy dissipation water tank, the risk of dust diffusion is avoided, and the dust raising problem is avoided in the transportation process of the washed rock ballast; the slag discharging belt is arranged in the energy dissipation water tank, rock ballast falling
