The system comprises an industrial wastewater flowmeter, a reactor, a gravel filter, a sodium type weak acid resin exchanger, a plurality of pH meters and a decarburization tower which are communicated in sequence, the reactor comprises five reaction chambers, and an electric stirrer is arranged in each reaction chamber; a raw water alkalinity meter is arranged between the industrial wastewater flow meter and the reactor; the reaction chamber at the tail end of the reactor is also connected with a sludge pump; the sludge pump comprises a circulating passage and a delivery passage, the circulating passage enters the fourth reaction chamber from the tail end reaction chamber of the reactor, and the delivery passage is led out of the sludge pump from the tail end reaction chamber of the reactor; and the decarbonization tower is also connected with the post-treatment unit.
