The three-level fire early warning system comprises weather condition first-level early warning, abnormal temperature rise rate second-level early warning and photovoltaic particulate matter concentration cloud chamber detection third-level early warning. The method comprises the following steps of: 1, acquiring fire danger factor parameters of a photovoltaic module area through a central meteorological station and a local meteorological bureau, and determining a fire danger grade by utilizing a fuzzy comprehensive evaluation method to carry out early weather early warning; and 2, determining the position of abnormal temperature rise by using an infrared thermal imaging instrument in a photovoltaic module area, starting an infrared temperature sensor at the position of the area to more accurately detect the temperature, and triggering an alarm when a set threshold value is reached.
