The air heater comprises a primary air heater and a secondary air heater, the primary air heater is arranged on a cold primary air duct of the air preheater, the secondary air heater is arranged on a cold secondary air duct of the air preheater, and the heating medium water compressed air heat exchanger is arranged on a heating medium water pipeline between the air heater and the flue gas cooler.
