The method comprises the following steps: estimating distributed photovoltaic marginal probability distribution of a transformer area; carrying out copula-based transformer area distributed photovoltaic joint probability distribution calculation; generating a zone area distributed photovoltaic output random scene by a Monte Carlo-like method based on a Solbol sequence; constructing a model based on mixed integer linear programming to solve the district distributed photovoltaic penetration capacity; determining distributed photovoltaic penetration capacities of different low-voltage feeder line sections; and determining the distributed photovoltaic access capacity of the low-voltage substation.
