The method comprises the steps of obtaining related text information of an irrigation area; based on a Light NER model, identifying different types of entities in the related text information of the irrigation area, and naming the entities; based on a KnowPrompt model, extracting a relationship between the entities; based on a TransD model, converting a relationship between entities into points in a low-dimensional vector space so as to construct an intelligent water conservancy AI knowledge graph library; the TransD model provides two vectors for each entity and relationship: one representation vector and one projection vector; the representation vector is used for directly representing the entity or the relation, and the projection vector is used for constructing a specific projection matrix of the entity or the relation.
