The method comprises the following steps: determining whether a power grid is stable according to angular frequency deviation; when the power grid is stable, the inertia flywheel is controlled according to the virtual rotational inertia set value and the virtual damping coefficient set value; when a power grid is unstable, based on a second-order transfer function model, a particle swarm optimization algorithm is adopted to determine a virtual rotational inertia optimal value and a virtual damping coefficient optimal value which enable the dynamic characteristics of the inertia flywheel to be optimal, the inertia flywheel is controlled, and the voltage source function consistent with that of a traditional synchronous machine is achieved.
