The device comprises a video monitoring module and a payment calculation module. The video monitoring module collects video signals on a lane and transmits the video signals to the payment calculation module. The payment calculation module extracts the vehicle ID according to the video signal, marks the vehicle type, and calculates the tradable road right fee according to the vehicle type. 本发明公开考虑碳排放监测的可交易路权支付方法及装置，包括视频监测模块、支付计算模块；所述视频监测模块采集车道上的视频信号，并传输到支付计算模块；所述支付计算模块根据视频信号提取车辆ID，标记车辆类型，再根据车辆类型计算可交易路权费用。
