The low-carbon high-titanium high-chromium steel sheet billet comprises the following chemical components in percentage by mass: more than or equal to 0.04 wt% and less than or equal to 0.065 wt% of C, more than or equal to 0.1 wt% and less than or equal to 0.3 wt% of Si, more than or equal to 0.4 wt% and less than or equal to 0.8 wt% of Mn, more than or equal to 0.2 wt% and less than or equal to 0.4 wt% of Cu, more than or equal to 0.07 wt% and less than or equal to 0.15 wt% of Ti, more than or equal to 2 wt% and less than or equal to 3 wt% of Cr, less than or equal to 0.008 wt% of N and the balance of iron and other inevitable impurities.
