The method comprises the following steps: turning a waste tundish in a continuous casting process of a steel mill to obtain a waste magnesium refractory material, classifying and crushing the waste magnesium refractory material, proportioning the crushed waste magnesium dry material, coke powder and an adhesive according to a ratio, uniformly mixing, preparing blocks, and baking to obtain the magnesium-carbon slagging material. When scrap steel is added into the converter, the steel slag and the scrap steel are added into the converter for use.
