The insulating layer comprises the following components in parts by mass: 120 parts of butadiene styrene rubber, 35-90 parts of halogenated butyl rubber, 20-35 parts of polycarbonate, 30-40 parts of mica powder, 2-3 parts of an antioxidant, 1-2 parts of an accelerant, 0.5-1 part of sulfur and 3-4 parts of zinc oxide.
