The method comprises the following steps: stripping a mixed system containing a waste battery electrode plate and a water-containing solvent under the assistance of ultrasound and ozone, and separating a current collector and an electrode active material in the electrode plate. The invention also comprises a scheme for deeply removing impurities from the stripped electrode material. The battery positive electrode active material is subjected to alkali leaching aluminum removal, ozone shearing fluorine removal and residual electrolyte degradation to obtain the high-purity positive electrode active material.
