Functional materials commonly used in a lithium battery, including lithium cobalt oxide, lithium iron phosphate, polyoxyethylene and the like, are combined with a cement material, iron powder is used for preparing an electrolyte of the battery for the first time, and polyvinylidene fluoride and styrene butadiene rubber are used for preparing a bonding layer of the battery for the first time; the preparation method of the novel cement-based lithium battery capable of being charged and discharged repeatedly is formed.
