The plate heat exchanger comprises a primary side input port, a primary side output port, a secondary side input port and a secondary side output port. Benefited from the composition arrangement of the regional concentrated cooling and heating system, the temperature control unit receives the energy output temperature from the temperature measurement unit and adjusts the outflow amount of the first heat exchange medium after heat excha
