The method comprises the following steps: a, washing to remove fluorine; b, first-stage acid oxygen pressure leaching; c, second-stage acid oxygen pressure leaching; d, arsenic precipitation: alkali is added into the water washing liquid for arsenic removal treatment, arsenic-removed slag and arsenic-removed water washing liquid are obtained, and the arsenic-removed water washing liquid is returned to the step a for water washing and defluorination; and sodium sulfide is added into the first-section leachate for arsenic precipitation, and arsenic precipitation slag is obtained.
