A heterocyclic polymer is used as a carbon source and a doping source, dipotassium salt (potassium chloride and potassium bicarbonate) is used as an activating agent, acetylacetone salt is used as a metal source, and the three-dimensional open porous doped carbon material with a highly developed pore structure is obtained through the steps of ball milling, high-temperature carbonization, acid pickling, drying and the like. The whole preparation process is simple, free of organic solvent participation, green and efficient.
