The method comprises the following steps: 1, acquiring a sampling data sequence of a ship active signal to be processed; 2, calculating a fuzzy function of a ship active signal to be processed; 3, estimating a self-term radial angle of a signal fuzzy domain by using Radon transformation and a local signal-to-noise ratio; 4, designing an initial kernel function component by using the radial angle; 5, performing step-by-step expansion on each initial kernel function component by using a fuzzy function of the ship active signal to obtain a final kernel function; and 6, filtering the fuzzy function of the ship active signal by using the final kernel function, and transforming the characteristic function after fuzzy domain filtering to a time-frequency domain to obtain a ship active signal time-frequency image.
