The invention relates to a two-stage heuristic three-dimensional reconstruction method, which comprises the following steps of: firstly, extracting the content of a plane drawing through a deep learning network, expressing the content as a vector primitive set, then dividing the vector primitive set into a contour vector and an internal structure vector, and roughly drawing a three-dimensional contour frame of a local part of each section of an iron tower by the contour vector; and finally, according to the internal vector of each plane, describing internal structure details on the three-dimensional contour frame.
