The problem that a conventional ocean robot is poor in sea condition adaptability and cruising ability and does not have the cross-domain sailing ability is solved. The robot comprises a robot shell, a frame structure, an outer circulation large buoyancy adjusting device, an inner circulation small buoyancy adjusting device, a posture adjusting device, a rudder pushing device, a sail hydrofoil retracting and releasing mechanism and a control cabin.
