The preparation method comprises the following steps: firstly, preparing an epsilon-MnO2 catalyst carrier by adopting an enhanced citric acid hydrothermal method in combination with a microwave-assisted ultrasonic technology; and then preparing the transition metal (copper, cobalt, iron and nickel) doped epsilon-MnO2 catalyst through a precipitation-deposition method.
