Uniformly dispersing the modified asphalt-based metal organic framework into coordination reaction liquid of a zinc-based zeolite imidazolium salt framework to prepare a modified asphalt-based metal organic framework precursor, putting the modified asphalt-based metal organic framework precursor into a mold, and foaming by utilizing a constant-pressure self-foaming method; and carbonizing in an inert gas atmosphere, pyrolyzing and reducing the metal organic framework into a monatomic catalyst with a definite active center in the carbonization process, and converting the functionalized modified coal pitch into pitch-based porous block carbon, thereby obtaining the catalyst.
