A piston rod of the hydraulic oil cylinder is connected with the vacuum hydraulic valve in a telescopic mode, a rodless cavity of the hydraulic oil cylinder is connected with the main pressure oil pipe, the rodless cavity and a rod cavity of the hydraulic oil cylinder are respectively connected with the first oil return pipe, and a rodless cavity oil pipe and a rod cavity oil pipe of the hydraulic oil cylinder are respectively provided with a hydraulic valve.
