The invention provides a cooling system control method and device and a cooling system, and relates to the field of thermal power plants, the control method comprises the following steps: determining environmental parameters and steam exhaust parameters of a steam turbine, and determining steam turbine steam exhaust flow of a surface type steam condensing device based on the environmental parameters and the steam exhaust parameters; wherein the surface type condensing device is configured in a condensing system corresponding to the steam turbine; determining operation parameters of the surface type condensing device; the circulating cooling water flow of the surface type condensing device is determined based on the operation parameters and the steam turbine exhaust flow; and the flow of cooling water circulating in the surface type condensing device is adjusted based on the flow of the circulating cooling water. By means of the cooling system control method, the flow of steam exhausted by the steam turbine in
