The method comprises the following steps: (1) smelting in an electric induction furnace; and (2) after tapping of the induction furnace, mixing with 40 tons of dephosphorized molten iron. (3) AOD smelting; (4) VOD (vacuum oxygen decarburization) refining; (5) LF refining; and (6) continuous casting is conducted, specifically, a crystallizer with the thickness being 160 mm is adopted in the continuous casting process, the tundish temperature is 1415-1430 DEG C, electromagnetic stirring is adopted for continuous casting, the current intensity is 1550 A, dynamic soft reduction is adopted at the solidification tail end, and the reduction amount is 4 mm.
