The flocculent working solution is prepared from silicon dioxide particles, ferroferric oxide nanoparticles, a base solution, a thixotropic agent and an anti-precipitating agent in a mass ratio of (35-45): (12-20): (125-175): (4-6): (6-10). The preparation method comprises the following steps: adding the thixotropic agent into a mixture of silicon dioxide particles and ferroferric oxide nanoparticles, and stirring to obtain a thixotropic agent-powder mixture; adding an anti-precipitating agent, and stirring to obtain a thixotropic agent-anti-precipitating agent powder mixture; then adding 66% of a base solution, and carrying out ultrasonic stirring to obtain an initial flocculent working solution; and injecting the initial flocculent working solution and the residual base solution into an ultrasonic vibration instrument, and stirring to obtain a final flocculent working solution.
