The raw materials comprise the following components in parts by weight: 28-32 parts of steel slag tailings, 48-52 parts of slag, 13-17 parts of desulfurized gypsum and 3-7 parts of fly ash, totally 100 parts; wherein the steel slag tailings are steel slag tailings left after converter steel slag is subjected to hot braising and iron selection; the slag is granulated blast furnace slag obtained after blast furnace slag is subjected to water quenching; the desulfurized gypsum is produced by a CaO desulfurization method and takes CaSO4 as a main component; the coal ash is collected after the coal powder is combusted.
