The method comprises the following steps: acquiring medium and long term electric power contract data and electric power spot market data; introducing a dynamic regulation factor, and determining a specific value of the dynamic regulation factor according to the medium and long term power contract data; contract electric quantity settlement is carried out through an electric power settlement model according to the dynamic regulation factor specific value, the medium-and-long-term electric power contract data and the electric power spot market data, and electric quantity settlement cost is obtained; and according to the electric quantity settlement expense and the medium-and-long-term electric power contract data, income adjustment electric charge is determined, and an electric power adjustment strategy is generated according to the income adjustment electric charge.
