Zusammenfassung:	The embodiment of the invention provides a vehicle temperature management device and system, and the device is arranged in an air conditioning unit, and comprises a plate heat exchanger which comprises a first cooling channel and a first refrigeration channel, the first cooling passage and the first refrigerating passage are respectively used for carrying out heat exchange on two fluids, namely cooling liquid and refrigerating fluid; the cooling device communicates with the two ends of the first cooling passage, is used in cooperation with a heat dissipation component of the vehicle and cools a heating component of the vehicle; the refrigerating device communicates with the two ends of the first refrigerating passage and is used for refrigerating the interior of the vehicle; the cooling device has the beneficial effects that the space is saved, the cooling function and the refrigerating function are integrated, the interior of the vehicle is refrigerated, a comfortable temperature environment is provided for
