The method is simple in step and reasonable in design so that the system anchor rod can be installed after re-shotcreting, the problems existing when the system anchor rod is installed after primary support are avoided, and the problems that after the system anchor rod is installed, a re-shotcreting concrete spraying layer leaks out of an extending part, a primary support face is uneven, and a large amount of re-shotcreting is needed can be avoided.
