Through two modes of a rule-based control strategy and a model prediction control strategy, rainfall information, a liquid level condition, a flow condition, waterlogging overflow and other system states are considered, a sponge facility, a pipe network system and other factors are coupled, a rainstorm flood management model is combined to construct a hydrological and hydrodynamic model, and finally an optimization control strategy is determined.
