According to the invention, oleylamine, 1, 1, 1-tris (hydroxymethyl) ethane, phosphorus oxychloride, trimethoxychlorosilane and 2-propenylboronic acid react to prepare flame-retardant resin, and the flame-retardant resin can be dehydrated, carbonized and expanded to form a carbon layer to block a heat source and oxygen, so that the flame-retardant effect is achieved; after electrostatic spinning and high-temperature carbonization, a carbon nanofiber layer is deposited on the surface of the fiber core, so that the optical fiber has a corrosion-resistant effect; then plasma treatment is carried out, so that the carbon nanofiber layer is fluorinated and etched, and the hydrophobicity of the carbon nanofiber layer is further improved; and finally, performing infiltration curing treatment, and curing and sealing pores of the fiber membrane by using fl
