The membrane electrode assembly comprises a proton exchange membrane containing a solid polymer electrolyte; an anode catalyst layer formed on the first surface of the proton exchange membrane; the cathode catalyst layer is formed on the second surface of the proton exchange membrane; the anode catalyst layer and the cathode catalyst layer are both of a multi-layer gradient structure.
