[Problem] The purpose of the present invention is to provide an oil-in-water-type emulsion cosmetic which has an excellent covering power and which is moist and has a satisfactorily extensive feel when used. [Solution] This oil-in-water emulsion cosmetic is characterized by containing (A) an aqueous component selected from a monohydric alcohol and a dihydric alcohol, (B) a polyoxyalkylene-modified silicone, (C) an oil component, and (D) a pigment having a hydrophobized surface, the aqueous component (A) being 1-15 mass% relative to the total amount of the cosmetic when the aqueous component (A) is a single monohydric alcohol, and the amount of the pigment (D) being 1-15 mass% relative to the total amount of the cosmetic when the aqueous component (A) is a single monohydric alcohol.
