The invention provides an electric energy meter reliability test system, method and test device, which are applied to a test device connected with an electric energy meter to be tested. The system comprises a test module, a pulse module and a power-on and power-off time control module which are connected with one another, and the test module comprises a no-load test sub-module, an on-load test sub-module and a critical voltage test sub-module which are connected with one another. In the mode, the power-on and power-off test of the electric energy meter in a no-load state, the power-on and power-off test in an on-load state and the power-on and power-off test in a critical voltage state are carried out on the electric energy meter respectively, so that the power-on and power-off test of the electric energy meter can be tested from multiple dimensions; the power supply stability, the power-on and power-off time sequence processing reliability, the metering accuracy, the storage data security and the like of the
