The invention provides a display panel and a display device, the display panel is provided with a display area and a non-display area located on at least one side of the display area, and the display panel comprises a substrate; the inorganic insulating layer is arranged above the substrate base plate; the wire changing hole at least penetrates through one inorganic insulating layer, at least two metal wires in the display panel are electrically connected through the wire changing hole, and/or the metal layer in the display panel is electrically connected with the semiconductor layer through the wire changing hole; the periphery of the wire changing hole is provided with a crack arrest groove surrounding the wire changing hole, and the crack arrest groove extends in the thickness direction of the display panel and at least penetrates through one inorganic insulating layer. The extending depth of the crack arrest groove in the inorganic insulating layer in the thickness direction of the display panel is smalle
