The method comprises the following steps: constructing a cyclic attenuation model according to a charging and discharging process, virtual inertia and frequency modulation capacity of an energy storage power system; based on the cyclic attenuation model, constructing an energy storage power system scheduling model; solving the scheduling model of the energy storage power system to obtain an optimal scheduling scheme; and operating the energy storage power system based on the optimal scheduling scheme.
