The method comprises the following steps: receiving a customized model order, a model reference data set and a model purchase budget by the federated learning model market; according to the model reference data set, the federated learning model market performs model trainer local data quality evaluation on different model trainers registered in the federated learning model market by adopting a knowledge-driven evaluation mechanism, and budgets are purchased according to evaluation results and models; recruiting an optimal model trainer satisfying the customized model order by using a dynamic programming algorithm; and the federated learning model market uses the optimal model trainer to train the customized federated learning model in a federated learning form until the customized federated learning model reaches a set accuracy threshold or training rounds, and then training i
