The treatment method comprises the following steps: step 1, modifying refractory organic matters by using free radicals generated in an ozone oxidation process to improve the biodegradability of the refractory organic matters contained in tail-end wastewater treated by a biochemical process, and sterilizing microorganisms in influent water so as to facilitate the reconstruction of an efficient microbial system in a subsequent process; in the second step, the utilization value of the ozone oxidation tail gas is excavated, the ozone oxidation tail gas is recovered and reduced into oxygen, and then the oxygen is reused in a biochemical pool, so that the utilization rate of ozone is improved, and meanwhile, the further removal rate of pure oxygen biochemical treatment on organic matters is greatly improved.
